She is an old lady, but is a criminal, and instead of being fined or going to jail, the judge decided that she should have a less harsh punishment- having her hair cut. The judge was influenced by another person, the one the elderly lady supposedly hurt. The old lady is in a very famous current events book, one that everybody knows of.
